National Congress
The CSV National Congress is the highest party authority and meets at least once a year. It includes over 800 party members, including all national party mandate holders. But local sections and sub-organizations are also represented.
What are its tasks?
Determine the policy: The National Congress sets the guidelines for the party’s policy. It adopts resolutions and position papers that can be submitted by the various party bodies.
Elect the individuals: It is the National Congress that decides on important personal matters. Thus, at the National Congress, the party president and the secretary-general, among others, are elected in a secret vote by the national delegates.
Evaluate the work: The National Congress is presented with reports from the various party bodies. Above all, it listens to the report from the Secretariat-General and the CSV faction. But the report on the management of party finances is also presented to it.
Determine the functioning: Only at the National Congress can the statutes of the party be changed.
Vote on the proposals of the National Council: After the elections, the National Council votes on the coalition program and the CSV government team. However, this decision must be approved by the National Congress.
National Convention
For special decisions, such as those concerning the national lead candidate or the lists for parliamentary elections, the party can convene a National Convention.
The convention consists of all delegates, both district and national. This includes about 1,800 members.
National Council
The National Council is a control and advisory body of the party and is convened at least twice a year. It includes around 160 party members. Thus, the CSV National Council includes the National Committee, the district committees, and the deputies of the CSV. But the sub-organizations are also represented in the National Council.
What are its tasks?
Control the work: The National Council oversees whether the party statutes, the major programmatic guidelines, and the decisions of the National Congress are respected in everyday party work. Therefore, the National Committee and the faction must inform the National Council about their work at least once a year.
Advise the National Committee: The National Council is convened to discuss crucial questions and specific projects of Luxembourgish and European politics. This ensures that the various party bodies can also take a position on important and very specific questions at short notice, and their opinion can influence the position of the National Committee.
The National Council plays a very important role in election year:
Before the elections: The National Council adopts the electoral program for the national and European elections.
After the elections: The National Council decides whether the CSV enters into coalition negotiations or not. It also determines the principal guidelines of the negotiations and the composition of the negotiating delegation.
After coalition negotiations: The National Council votes on the coalition program and on the composition of the CSV government team. This decision still needs to be confirmed by the National Congress later.
The National Council also comes into play when the CSV government team changes during the parliamentary term, for example, in the event that a new minister needs to be appointed.
National Committee
The CSV National Committee is the decision-making body of the party in everyday politics and meets at least once every 6 weeks. The CSV National Committee consists of the presidents of the district committees and the sub-organizations, representatives of the CSV faction, and the European Parliament. Additionally, there are eight national delegates elected at the congress and into the National Committee.
