CSV parliamentary group takes stock of the 2025/2026 parliamentary session

Courageous. Responsible. For Luxembourg.

At the traditional Press Luncheon, the President of the CSV parliamentary group, Laurent Zeimet, together with the MPs, drew a positive balance of the 2025/2026 parliamentary session. In recent months, important reforms have been decided, voted on or decisively advanced, which are making a tangible difference in people’s daily lives.

Laurent Zeimet also highlighted the good cooperation with coalition partner DP. The CSV had entered government in 2023 to take responsibility, modernise the country and better prepare Luxembourg for the future. After the first half of the legislative term, a large part of this work has already been started and implemented.

“Our policy is tangible: we strengthen purchasing power, we ensure greater security, we support businesses and we invest in our country’s future,” said Laurent Zeimet. “We take the decisions that are necessary—with courage, with responsibility and with an eye to the best solutions for Luxembourg.”

Social dialogue revived—purchasing power tangibly strengthened

As one of the most important results of the parliamentary session, Laurent Zeimet highlighted the Tripartite agreement and the resilience package.

At a time of economic and geopolitical uncertainty, Prime Minister Luc Frieden and the government succeeded, together with trade unions and employers, in reaching an agreement that eases the burden on people, curbs inflation, safeguards jobs and makes the country more resilient.

Energy prices for electricity, gas, petrol, diesel and heating oil are being cushioned. The state is covering a large share of electricity grid costs. At the same time, support for photovoltaic installations, heat pumps and other investments in the energy transition is being expanded.

Particularly important is the adjustment of the minimum wage. By 1 July 2027, minimum-wage earners should, through a structural increase and a targeted tax credit, have a total of around 300 euros more net in their pocket.

Targeted support and guaranteed social security

With the first national action plan against poverty, 106 concrete measures were presented. The cost-of-living supplement is being strengthened, financial aid for older people expanded, and the contribution towards the costs of nursing homes and assisted living structures increased.

Security has also been created for pensions. Pensions were adjusted by 1.5% on 1 January 2026. The pension system was made more sustainable, and additional tax incentives were created for people who want to stay in working life longer. In addition, the ceiling for the tax deductibility of private retirement provision was increased.

More everyday security and a more efficient justice system

Important CSV priorities were also implemented in the area of internal security. With the “Plazverweis renforcé”, there are clearer rules to guarantee peace and security in public spaces. The Unité de Police locale and additional police officers are to further strengthen the police presence on the ground.

With the asylum and migration package, order and humanity are being thought together: with clear procedures, respect for the rule of law and protection for those who genuinely need it.

At the same time, the justice system is being strengthened with 100 new judge positions. Court procedures are being digitised and modernised. The “comparution accélérée” has been put on the procedural track to respond more quickly to certain criminal offences.

Investing in the future

In mobility, important projects were advanced: the fast tram, the expansion of the tram network at the CHL, record investments in rail infrastructure, the bypasses at Hesper and Käerjeng, the master plan for expanding Findel and preparation for autonomous driving.

In economic policy, businesses were given tax relief and the creation of companies was simplified. Support for the energy transition of industry and SMEs was expanded. Investments in start-ups are being promoted through tax credits.

In housing too, procedures are being simplified and digitised. The VEFA programme was significantly increased, individual housing allowances were adjusted and energy renovations made more attractive. With the principle “Silence vaut accord” and further simplifications, new housing is to be created more quickly.

More equal opportunities in education

In education, equal opportunities are at the heart of the agenda. With the ALPHA project, the possibility is being created to offer literacy in German or French. Schools are thus adapting better to the reality of a diverse society.

The school offer was further diversified, student grants improved and parent representation strengthened. The reform of the Chèque-service is also intended to contribute to financial relief for families.

“Every child should have the best possible opportunities—regardless of their mother tongue or social background,” said Laurent Zeimet.

A modern and strong state

Important progress was also made in the civil service. The wage agreement was implemented, the state exam and language test were reformed and the C1 and C2 careers harmonised. A new collective agreement improves the working conditions of around 2,500 state workers.

In defence, Luxembourg is taking on its responsibilities. Defence spending is to rise to 2.3% of GDP by 2029. With the Defence Bond, the revaluation of the voluntary soldier career and stronger involvement of Luxembourg companies, national defence is being strengthened.

Outlook: Tax reform and further relief

For the coming months, the CSV parliamentary group’s focus is on the swift implementation of the tax reform.

With a uniform tax class, the tax system is to become more modern, fairer and more transparent. From 2028 onwards, the tax table is to be adjusted regularly again to inflation.

“We do not want people to pay ever more taxes because of inflation. For us, the rule is: more net from gross and more fairness in the tax system,” said Laurent Zeimet.

The CSV parliamentary group will also continue to work consistently in the second half of the legislative term: with concrete measures that ease the burden on people, strengthen businesses and make the country safe, modern and resilient for the future.
